Public bug reported:

The 'Instructions' collapsible is mostly covering the 'Signed off'
toggle button, so you can only click it in a small section at the bottom
of the button.

To replicate:
- Navigate to a collection page containing a 'Signed off' toggle

Expected results:
You should be able to click this button to mark the page as signed off.

Actual results:
Most of the button isn't clickable, just a small section at the bottom of the button.
