Fixed all issues from first code review.
Implement packaging for OQGraph in bakery.
Set up buildbot hosts for including OQGraph, including binary packaging.

DESCRIPTION:

Get the OQGraph storage engine merged into MariaDB, fixing the remaining
problems blocking the merge.
