This is, absolutely, a test program issue.
But it means that you don't have $USER set in your environment. Which is
very strange, normally $USER is always set.

If you explain how this happens in your setup and why, I can fix the
test to account for this situation.

If you don't want to dig into that, feel free to ignore this
failure.
