The packaging issues I'm involved with are:

and
https://mariadb.atlassian.net/browse/MDEV-4141

I'm hoping to have some sort of fix for both issues within a day or
so, and shortly after that to have a release.

I don't know the status of MariaDB Galera Cluster 10.0.
