Yes. An easy workaround for you would be to run
cmake -DMYSQL_MAINTAINER_MODE=OFF
this will disable -Werror.
I would agree that you don't have to be forced to do it and that cmake
should figure it out on its own. So it's a bug. If you report it at
jira.mariadb.org, we'll have it fixed.
Don't forget to specify what MariaDB version you've used.
