The sources for Debian packaging in Debian and Ubuntu are in the
debian/ directory at
https://github.com/MariaDB/server/tree/10.5/debian
The sources for Debian packaging in MariaDB.org repositories are in
the debian/ directory
https://github.com/MariaDB/server/tree/10.5/debian

Currently the differences in 10.5 for these two are fairly small. The
older version you are looking at, the bigger are the differences. Your
message does not mention what version you were looking at.

 There is no single place where the differences would be documented,
but you can see in the sources the specific details you are interested
in. As a general rule of thumb, use as recent versions of MariaDB as
possible and you will have less issues of both packaging and other
bugs.
