I'm at the point where we're waiting on the mirrors picking up the
various files for the release. They should have them in a few hours and
then I'll turn on the downloads page.

In the mean time, I've activated the release notes and changelog pages:

I've left "unreleased" banners on both, which I'll remove when the
downloads page is ready to go live.

The release notes page is basically recycled from the one for 5.3.3. If
there's anything that should be added, please let me know ASAP (or just
add it yourself).

Once the downloads page is live I'll post announcements, update
banners, and so on.
