Yes.

Actually, in Plone there is a short_name (filename) and a
long_name(Title)  However,  exposing the short_name is not working for
me.  BUT.... here is what you can do.  Upload the file w/o anything in
the Title or Description.  Then, after the upload, you can change the
Title and it will not effect the filename / url.
