It is true that locale sense information is nice to have translations take effect.  However, my experience so far in dealing with healthcare professionals leads me to believe that get them, in any significant numbers, to learn to use the tools is unlikely.   My proposal makes the creation and use of CCDs much simpler.   I do not expect that there will be people creating translations via substitution group either.  Therefore my proposal to just say; "create a new CCD".  This is much simpler for the users.
