install mosquitto in windows XP failed

hi,all:
  
       When i install "mosquitto-1.2-install-cygwin.exe" in windows XP , I found mosqutto service cannt be started , and default port 1883 is not listening . I use command "net start mosquitto" to start this service , 1058 error occurs. what's the matter .
        btw, I installed "mosquitto-1.2-install-cygwin.exe" in windows server 2003 and Win7 ,it's ok.
