Basically, before your app can utilize the notification system, this team (or the core team I should say) needs to develop the notification system in its entirety. Then you can look at building your app to work with the API the team provides.
May I suggest looking at building your app as a plugin for Gnome-Do now, while learning how to port Gnome-Do to utilize the new notification system going forward?
