I would guess it varies based on how many mails and how quickly they arrive. For example, if there is a send/receive cycle and there are 150 new messages, it's best just to say that. If there's 1, then it would make sense to give more detail (and perhaps use the messaging menu more creatively...). Since T-Bird is not the default in Ubuntu it won't get internal development at Canonical, but since lots of us use it (and lots of users do) we could socialise it in the community and possibly fund a credible coding effort - then include that in the distro.
