While the mockup does not look all that bad it's not really an optimal solution.
1. What is displayed as "window title" in your mockup is actually the application name (long version), window title would be even longer and having both the menu and title visible would mean that there would always be some overlapping, and that looks busy (excess visual clutter). Having menus only partially visible when not hovered would suffer from the same drawbacks as current implementation (remember, window titles are mostly longer than what is in the mockup).
2. Application name ("Firefox Web Browser" in you case) should be just before the menu, as it is a strong indicator as to which application the menu belongs to, and is much easier to visually scan if together with the menu (especially on bigger screens). Application names in that case should be short in example of Firefox it should be just "Firefox" and not "Firefox Web Browser", or in case of Banshee just "Banshee", not "Banshee Music Player".
3. The icon is redundant and is mostly just visual clutter.
4. Having application title and menu merged into the same 24px vertical is not optimal as it clutters a limited space and I doubt and optimal solution could be found. Window titles should not be merged into the top panel, as MPT once said, in 20 years of global menus in Mac OS, not many people (if any) complained about windows titles being a separate entity.
