  Disabled items should have a an appropriate tooltip

Status in Mudlet the MUD client:
  New

Bug description:
  Some people don't immediately figure out that a locked folder means
  that things within it are disabled - besides auto-shading disabled
  items, we should also add a proper tooltip to the folder that mentions
  it's disabled status.
