  Few/no error messages on loading packages

Bug description:
  Although the related https://bugs.launchpad.net/mudlet/+bug/1413069
  has been fixed I noted in that we still need to provide error messages
  for the process - there are several places in Host::installPackage()
  and related code where debugging code or comments indicate where error
  messages need to be generated. As this code is used in a number of
  different situations the error reporting will need to take that into
  account.

  Ideally this ought to make it into the 3.0 release, IMHO - so I reckon
  this should at least be rated "Medium" importance.
