I'm able to download that file just fine. Do you have any firewalls or
proxy's between you and the internet?
Those are the official PPA, so if it was broken, I think we'd be hearing
more about it.

Bug description:
Thats all I have to say.
I just upgraded my backend server to Ubuntu 10.10. When i try to install the .deb that updates the Software Sources, that works fine.
When I try to do an upgrade through Update Manager, I get 403 errors when it is trying to read the repo information.
Can anyone help?
