This problem still exists, but is addressed as in this bug (i.e. enable legacy full screen via Compiz)

Bug description:
Using Gutsy with a Geforce 7, using the 100.14.19 driver, dual monitor
1440x900, 1024x768 (twinview) and compiz turned on under Gnome,
starting mythtv fullscreen on the second monitor results in it being
shifted down, apparently to make room for the top panel, which is not
displayed on the second monitor. starting mythfrontend from an icon
on the primary monitor, will result in the downward shifting, however
if the icon is moved to the second screen (or compiz is turned off)
the downward shifting does not occur. This behavior does not occur
under KDE.
