I think this is partial an upstream issue.

I tested today to compile from source (I used the source packages)

It seems that the plugins are compiled correctly, but are not installed
in the debian directory of the package. So it could be that the "make
install" action is changed.

After copying the plugins that built from source manually, the plugins
work fine.

  mythnews and mythweather do not show in mythfrontend

Status in Mythbuntu, Ubuntu derivative focused upon MythTV:
  New

Bug description:
  Some daily updates ago I found that mythnews and mythweather do not
  show in mythfrontend (under Information Center) anymore though they
  are still installed. Reinstalling them (purge followed by install)
  makes no difference. Running MythTV 0.25 from Ubuntu Updates.

  Relevant log entries seem to be:
