Bug description:
  LIRC is not functioning, and is causing various aspects of my system
  to hang. For example, it slows initial login.  Stopping LIRC is also
  not possible, and therefore, even uninstalling it is impossible
  without neutering /var/lib/dpkg/info/lirc.prerm.

  This happened immediately after upgrade from 12.10 to 13.04.
