In the package 2:0.27.0+fixes.20140324.8ee257c-0ubuntu3 used in Ubuntu 14.04 the bug is fixed.
The problematic line was changed to:

Options +FollowSymLinks +IncludesNoExec

  apache not staring after mythweb installation

Status in Mythbuntu, Ubuntu derivative focused upon MythTV:
  Fix Released

Bug description:
  After mythweb installation on ubuntu saucy there is no way to start
  apache anymore. It's failure description is:

   * The apache2 configtest failed.
  Output of config test was:
  AH00526: Syntax error on line 30 of /etc/apache2/sites-enabled/mythweb.conf:
  You may not use 'Options +All' or 'Options -All'.
  Action 'configtest' failed.
  The Apache error log may have more information.

  The used mythweb packages revision # is:

  2:0.27.0+fixes.20130919.5b917e8-0ubuntu1
