The package contains a README.Debian.gz file which explains the changes
done. A reference to this file was displayed when you upgraded lirc, but
perhaps you missed it (such things happens, for sure).

The update 0.9.0 -> 0.9.4 is a breaking update requiriung manual
intervention as described in this file. Have you read it and performed
the manual steps described therein?

  'dpkg-reconfigure lirc' doesn't work as expected.

Status in lirc package in Ubuntu:
  Incomplete

Bug description:
  The lirc package does not respond predictably to the 'sudo dpkg-
  reconfigure lirc' command. When the command is run, the following
  messages are displayed:

  Warning: Stopping lircd.service, but it can still be activated by:
    lircd.socket

  Compiling '/usr/lib/x86_64-linux-gnu/python3/dist-packages/lirc/config.py'...
  Compiling '/usr/lib/x86_64-linux-gnu/python3/dist-packages/lirc/database.py'...
  Compiling '/usr/lib/x86_64-linux-gnu/python3/dist-packages/lirc/mvc_control.py'...
  Compiling '/usr/lib/x86_64-linux-gnu/python3/dist-packages/lirc/mvc_model.py'...
  Compiling '/usr/lib/x86_64-linux-gnu/python3/dist-packages/lirc/mvc_view.py'...

  This is followed by the system abruptly dropping back to shell without
  the configuration screen displayed. No other errors are displayed.
  There is no errors in dmesg.
