[Bug 1725812] [NEW] Mod-php isn't enabled when installing MythWeb

Installing Mythweb pulls in apache2 and libapache-mod-php7.1.  However
the symlinks from /etc/apache2/sites-available to sites-enabled isn't
made, thus apache2 fails to start.
