mythtv in 18.04 does not depend on libva2. You are presumably using a
PPA and should contact the PPA owner for support.

  Libva1 is unavailable in Bionic

Bug description:
  Bionic mythtv 0.29 packages seem to depend on libva1 (via libmyth), which is unavailable in bionic. Bionic moved to libva2.
  Which results in failing vaapi context construction (I guess).
