  Nagios installation goes to error state in trusty

Status in Nagios Charm:
  New

Bug description:
  Hooks install goes to error state that can be resolved just running
  "juju resolve nagios/0"

  It runs ./scripts/postfix_loopback_only.sh but "systemctl" is not
  found in trusty.
