The project has decided that the Nagios charm will be retired with
Nagios v3, and that Bionic will be the last supported release for this
charm since Focal has Nagios v4.  Note that mklivestatus is not
avaialable in Focal.

Bug description:
  Currently the nagios charm does not support focal.
  Since the latest LTS version is Focal (20.04) now and already available for 6 months, I believe focal support is important.
