Seems this is only an issue when Nagios is related to thruk-agent, maybe
because the package install is handled at a different time.

  Deploy with livestatus results in error

Status in Nagios Charm:

Bug description:
  If cs:nagios-42 is deployed (bionic) with enable_livestatus=True, the
  charm immediately fails due to no livestatus socket.  If you then
  retry the config-changed hook, the hook is successful.

  This should be picked up in functests, seems to be a race between
  livestatus package installation, enabling in Nagios config, and the
  part of the charm that fixes the permissions on the livestatus socket.
