  [RFE] improve Nagios relation departure

Bug description:
  Hello,

  When removing an application (juju-lint) nagios checks were not
  removed correctly, this results in invalid configuration and orphaned
  files, prevening nagios from restarting.

  This bug is to request engineering/testing into nagios relation
  removal and cleanup of nagios configuration files.
