[Bug 2083336] Re: Please, add base=Ubuntu 20, 22, 24 support for Nagios charm
That's only partially correct. Yes, cos-proxy requires "monitors", which
is not (directly) provided by OpenStack charms, but that's exactly how
the old LMA stack has always operated:
```
# LMA, legacy
Principal charm (Keystone/Cinder/etc...) --nrpe-external-master--> nrpe
--monitors--> Nagios
# COS, currently supported
Principal charm (Keystone/Cinder/etc...) --nrpe-external-master--> nrpe --monitors--> cos-proxy --cos_agent--> grafana-agent -> COS
```
In other words you can replace the LMA stack with COS by inserting cos-
proxy between nrpe and COS. No other change is necessary "left" of nrpe.
Hopefully this makes sense.

Bug description:
Juju with version >3.0 does not support Ubuntu 18.04 base,
so, it is impossible to deploy your charm, because your maximum charm version is for base=18.04.
Please, add support for further Ubuntu versions.
