I suggest using a scroll bar for the help panel. The help panel should
automatically scale to a screen size, which does not cover the editing
area. In case there is no sufficient room available, a message should be
displayed. Maybe we could offer the option, to show a "floating" help
window in this case?

Bug description:
It seems that the minimum panel size for the moderator view does not take
into account the state of the help window. Therefore it is possible that
the description textbox is hidden, while the help text advises the user to
enter it. See attached screenshot.
