I think we should really address this issue soon in the 1.4 branch, as
I've seen many review protocols affected by that.

  Default rating should be "not rated" instead of "critical"

  (tested in RevAger 1.4)

  When creating a new finding, the default rating is "critical". This is
  pretty odd, because it leads to many "critical" findings, where in
  fact the reviewers just forgot to give a rating.
