  Description textbox could be hidden due to enabled help

Bug description:
  It seems that the minimum panel size for the moderator view does not take
  into account the state of the help window. Therefore it is possible that
  the description textbox is hidden, while the help text advises the user to
  enter it. See attached screenshot.
