After consideration, I'd like to to a partial implementation of the
ip_spec blueprint for alpha, concentrating on the "happy path"
functionality and leaving the error resolution for beta. Does anyone
have an objection to this?

  This includes the primary class and all unit tests required to meet
  NRTB best practices.
