Thank you for using SBackup and for taking the time reporting this bug.

The described behaviour is intentional: SBackup is not related to any
System settings. Therefore "System" -> "Administration" is not the right
place for it. Since 0.11 SBackup launchers are located under
"Applications" -> "Utilities" for regular users and "Applications" ->
"System tools" when running it with root privileges according with Gnome
recommendations.
