Perhaps unexpected, but intended.

The thing is, an incremental backup by itself is nothing; it depends on
the previous incrementals and the last full backup. So as long as there
are incremental backups less than 15 days old, the most recent full
backup before that one, and all the intermediate incremental backups,
are also kept.
