  Changing logging level has no effect until NUnit is restarted

Status in NUnit V2 Test Framework:
  Fix Committed

Bug description:
  Changing the logging level using the Gui settings dialog does not
  affect the log contents until NUnit is closed and restarted. It should
  take effect for the next run.
