Title:
  Non-runnable and statically ignored tests should disable the Run item
  on the context menu

Status in NUnit V2 Test Framework:
  Fix Committed

Bug description:
  Now that tests marked with an ignore attribute are shown as yellow in
  the gui, and invalid tests are shown in red, it makes sense to disable
  the Run context menu item for those tests.
