  SetUpFixture with parameter

Status in NUnit Test Framework:
  New

Bug description:
  SetUpFixture should have the same possibilities with paramater as
  TextFixture, so that the class can have constructors with parameters.

  [TestFixture("GiantDb", "DbPass", IgnoreReason="does not work")]
  [TestFixture("SmallDb", "DbPass")]
