Yes, I had been unable to make it happen using the UI only, but then hit
on the notion of changing the assembly to see what happened. Your usage
with "KnownFailures" should no longer cause a problem after the next
release.

Bug description:
  Version 2.6.0.12051, Gui Runner.

  If "Exclude these categories" is selected and there are no "Available
  Categories", then all test are excluded.  I expect no tests to be
  excluded.  Moreover, the "Exclude these categories" option is
  disabled.
