Hi Simone,
Actually, distributed source code management systems allow you to
branch, but AFAIK launchpad is unique in allowing you to push
your branch out to the site, have it associated with the project
you branched from and use a defined process for proposing to
merge it. At least it was unique when I started using it.

Not so hard these days actually, see git and hg. Many OS projects are there
now.
