I narrowed the problem down a bit further.

If I kill and then yank a section of text that includes a whole <?php ?>
section the error is thrown. Similarly an error is thrown if I kill and
then undo a whole <?php ?> section. If it's just the beginning or end of
the section no errors are thrown.
