I can confirm this bug, I can reproduce it with my Mini Dell and the
default Ubuntu installation.

My Mini Dell has the A05 BIOS version if that might help.

Status in Dell Inspiron Mini with Custom Dell UI: New

Bug description:
Test sytem: Dell Mini 9 (BIOS R04, latest updates istalled)

Steps to Reproduce:
 1. Turn on Dell Mini, wait automatic login
 2. Try brightness control (automatic reduction after ~10s of idle and Fn+9 and Fn+0): it works fine
 3. Logout
 4. Login (or wait 10 sec for autologin)
 5. Try again brightness control

Current Result:
  Neither automatic, nor manual brightness control works, you have to reboot
