Sorry, my fault. One set of "special effects" was ON, slowing the
refresh rate down.

Marking invalid, since the refresh rate is normal in normal conditions
(i.e. no effects) in Cheese.

Status in Dell Inspiron Mini with Custom Dell UI: Invalid

Bug description:
Using Cheese 2.22.3 (but the same applies to 2.22.2) on ubuntu 8.04.1 for the mini. 

The refresh rate of the built in webcam (1.3M) is extremely slow (1 fps or longer) when using cheese. When using any other program with video capabilities (Skype, Ekiga) in exactly the same light conditions, the frame rate is much higher and video is usable.
