I'll do it for you.
You had to branch lp:openerp-reporting-engines and the module had to be in a subdirectory.

Here was the procedure:

/tmp [3]$ bzr branch lp:~luc-demeyer/openerp-reporting-engines/7.0-report_xls
/tmp [8]$ bzr branch lp:openerp-reporting-engines
/tmp/openerp-reporting-engines [13]$ mkdir report_xls
/tmp/openerp-reporting-engines/report_xls [17]$ cp -R ../../7.0-report_xls/
/tmp/openerp-reporting-engines [30]$ bzr commit --author="Luc De Meyer <luc.demeyer@xxxxxxxxxx>" -m'add report_xls module'
bzr push lp:~bcim/openerp-reporting-engines/7.0-report_xls
