  Can not create database after revison 4330 on 6.1

Status in OpenERP Community Backports (Server):
  Fix Released

Bug description:
  Revision 4330 of 6.1 added functionality to add missing Foreign Key
  constraints. Unfortunately during database creation the user table
  contains invalid data, because the admin user is created with
  company_id = 1 before the main company is added to the database.

  The solution will be to add the company beforehand as well.
