Looking at them, there doesn't appear to be a huge difference (the
beta doesn't have most of the web_modules) they look like they are in
a separate tarball.
So I guess my question is which is the better build for testing 6.1
and some of the new features.
I have had the "6.1dev" builds running successfully recently but just
saw these "6.1beta" builds too... And now I'm confused. ;-)

We should clean those directories but the situation is pretty simple:
We just wrote a new build script for the trunk (upcoming 6.1) and its
resulting files are in the 6.1 directory. In the 6.0 directory, there
are actually files for both the stable branch and the trunk. Those are
produced by our older build script. The trunk files in the 6.0 directory
can be disregarded.
As you noted, our new build script takes care of the addons that are
provided by the new openerp-web project (the one in which the new web
client is being developed), which was not the case with the older script.
