The fix for web-client has been committed to lp:~openerp-dev/openobject-client-web/trunk-bug-726491-sma
with the following revision.

Soon it will be merged into trunk web-client.

Title:

Status in OpenERP Web Client:
  Fix Committed

Bug description:
  Wizard should normally be called only when the parent record (I mean osv.osv one) exists.
  Go to products, click new (don't save) and click on procurement request.
