This Issue of default environment as 'development' has been fixed in lp
:~openerp-dev/openobject-client-web/trunk-bug-739365-jra with revision
4639.

It will be merged soon in trunk web client.

Title:
  view-xml changes does not reflect without restart of web-client even

  Fix Committed

Bug description:
  Hello,

        Any changes in xml of view does not reflect in web-client, even in the `development` environment. 
        To reflect the changes, we need to restart web-client each time, which is annoying for development-phase.
        It is due to config-option `environment` changes, that environment does not work properly for @cache.

     Note: this bug exist in trunk web-client branch.
