i think that a user (not a HR officer, a simple user) should also be able to see his own payslip. The comments above are a bit confusing for me: did someone said it wasn't a wanted behavior? 

anyway, i merged because everything done is correct but i don't think it's enough. We should either discuss why we don't want this or resubmit a more complete set of rules.
