Indeed, you should only change the parent of the menuitem "base.menu_base_action_rule".

The order of appearance in "Administration / Customization" requires a bit more work.  The real issue there is that all menuitems have the same sequence number, and hence are unordered.  Ideally, one should set different sequence numbers to all children menus of "Administration / Customization"...
