Attachments are stored in the database.

Webdav module presents those documents through webdav protocol, the same
way the ftp module is presenting them through FTP.

To answer your needs, you could:
* use the versioning feature of the office suite
* implement the versioning in OpenERP
* integrate OpenERP with a advanced DMS (like Alfresco or Nuxeo)
